Malta MPRP Permanent Residence
For up to four generations

Eligible individuals and families may obtain permanent residence in Malta by purchasing or renting qualifying property and making the statutory payments, subject to approval by the competent authority.

Permanent residence requires ongoing compliance. The MPRP does not confer citizenship or automatic residence or employment rights in other EU countries.

Based on five years of minimum rent. Excludes professional fees, residence cards and related processing charges, insurance, translation and certification, other rental expenses and ongoing compliance costs. The full budget must be confirmed for the specific family and property.

Dependant fees and payment stages

No dependant administration fee applies to spouses, minor children or adult children who meet the disability criteria. An additional €7,500 applies to each other eligible adult child, parent or grandparent.

The €60,000 administration fee is paid in stages: €15,000 within one month of submitting the application and the remaining €45,000 within two months of approval in principle. Following approval in principle, the government contribution, purchase or rental of qualifying property and charitable donation must be completed within the statutory deadlines. Confirm the recipient, payment milestones and refund terms for each payment before signing.

This is an asset-holding and evidence requirement, not a payment to the government. The relevant asset conditions must be maintained for at least five years from the certificate date. Asset categories and valuations must be accepted by the competent authority.

Main applicant and dependantsAge, nationality and family relationships

The main applicant must be at least 18, be an eligible national of a country outside the EU, EEA and Switzerland, and have stable, regular financial resources sufficient to support themselves and their dependants.

Eligible dependants may include a spouse; minor children; unmarried children aged 18 to 28 who are principally financially dependent on the main applicant; and parents or grandparents who are principally dependent on the main applicant and are not in full-time employment. Adult children meeting the specified disability criteria are subject to separate provisions. Each family member’s eligibility and supporting documents must be verified.

Due diligence and health requirementsBackground, source of funds and insurance

Applications are subject to due diligence and require accurate identity, residence, source-of-funds and applicable police-clearance documentation. Nationality, sanctions, previous applications and refusals must be reviewed in the context of the individual case.

Applicants and dependants must meet the applicable health requirements and maintain acceptable health insurance and valid travel documents.

Ongoing requirementsProperty, assets and subsequent checks

Qualifying property must be retained for at least five years from the certificate date. After five years, beneficiaries must still own or rent a home in Malta or Gozo. The relevant asset conditions must also be maintained for at least five years from the certificate date.

Annual compliance checks apply during the first five years; the authority may conduct further checks thereafter. Residence cards must be renewed as required, and the applicable insurance, financial-resources and other conditions must continue to be met.

Conatus Mobility helps clarify family objectives, eligibility and budget, explains the required documents, and coordinates communication between clients and the organisation handling the application. The specific scope of services is governed by the written service agreement.

Application and submission

MPRP applications are submitted to Residency Malta Agency by Conatus Mobility’s licensed partner organisation in Malta, which also handles the local formalities.

Review and outcome

Residency Malta Agency conducts an independent review and may request further documents. Neither a preliminary assessment nor approval in principle constitutes the final grant of residence status.

Rights and life

Is the MPRP a citizenship-by-investment programme?

The MPRP is Malta's permanent residence programme. It grants residence status, not Maltese citizenship, a Maltese passport or EU citizenship. It offers no automatic conversion to citizenship. Any citizenship application must be assessed under a separate legal route available at the relevant time.

Can I live or work in other EU countries?

A valid passport and Maltese residence permit support short visits to other Schengen countries, generally for up to 90 days in any 180-day period, subject to entry conditions. The MPRP does not automatically grant long-term residence or employment rights in other countries. The permission required to work in Malta should also be checked separately.

How does permanent residence differ from the residence card's validity?

Permanent residence depends on continued compliance with the programme's conditions. The residence card used to evidence status and for travel has an expiry date and must be renewed as required. Card renewal, changes to personal information and compliance checks are separate matters; permanent status does not remove ongoing obligations.

Does approval automatically make me a Maltese tax resident?

Immigration status and tax residence require separate assessment. Tax treatment depends on factors including actual residence, personal and economic ties, income sources, the relevant countries' tax laws and applicable tax treaties. An MPRP card alone should not be taken to establish a tax exemption or the end of tax obligations elsewhere. Obtain advice from a qualified tax professional for your circumstances.

How should education and healthcare be planned?

Children’s school admission and healthcare matters require separate assessment. Admissions, tuition fees and public or private healthcare services have their own conditions. Residence does not automatically confer free education or all public healthcare benefits. Applicants and dependants must also satisfy the programme’s health insurance requirements.

Which family members may be included?

Must all the assets I demonstrate be paid to the government?

No. The main applicant must satisfy the prescribed asset combination: at least €500,000 in total assets, including €150,000 in financial assets; or at least €650,000 in total assets, including €75,000 in financial assets. This is an asset-holding and evidence requirement, separate from property costs, administration fees, the contribution and donation. The relevant asset conditions must be maintained for at least five years from certification.

What evidence of source of funds is required?

The authority reviews the source of funds and the applicant's background. Depending on the case, this may involve evidence of earnings, business interests, dividends, asset sales, inheritances or gifts, with a verifiable record of how the funds were obtained and transferred. The licensed agent determines the case-specific document list in line with the authority's requirements. Relevant previous refusals, application history and other material facts must be disclosed accurately.

Are the amounts shown the full cost for a family?

No. The figures illustrate the principal statutory payments for one main applicant. Family size and ages, property choice, professional fees, insurance, residence cards and processing, translations, transaction taxes and ongoing costs affect the total budget. Obtain a written quotation specifying scope, recipients, payment milestones and additional charges before signing. The purchase payment is used to acquire property and should not be treated as an amount recoverable without loss.

Are payments refundable if I withdraw or am refused?

The statutory government administration fee is non-refundable. Whether other payments have become due and whether they are refundable must be checked individually against the applicable rules and the relevant contracts, including professional services, property and insurance. A refund provision for one item must not be interpreted as a full refund of all costs. Confirm each item's terms before payment.

Process and upkeep

Can applicants live in Malta after submitting their application?

After submitting the application and paying the initial €15,000 administration fee, the applicant and dependants may apply for a one-year temporary residence permit, which may be renewed. A temporary permit does not constitute final approval. Permanent residence remains subject to completion of all reviews and statutory requirements.

Who do I engage, and who submits the application?

A consulting agreement may be entered into with Conatus Mobility. The international partner and Malta-licensed agent participate according to their respective engagements. Formal MPRP applications must be submitted through a Malta-licensed agent. Before signing, confirm the contracting parties, the agent handling submission and their licence, fee scope and responsibilities. The application documents should identify the actual submitting agent and licence details.

Who receives government payments and the donation?

Government contributions and administration fees are paid to the competent authority as required. The charitable donation must be made to a qualifying Maltese charitable organisation. If an agent receives or remits money, first verify the written authority, recipient account, purpose, onward payment process and receipts. Advisory fees, government payments, property payments and donations should be itemised separately. Payment to an agent alone does not establish that every statutory obligation has been fulfilled.

How long does the application take?

Timing depends on document completeness, due diligence, further-information requests and the authority's processing. After approval in principle, the applicable payments, property, insurance and certification requirements must still be completed. A case-specific timeline is a planning tool that should be updated as the application progresses, not a guaranteed approval date or outcome.

Can I stop retaining property after five years?

The end of five years does not remove the housing requirement. Qualifying property must be retained for at least five years from the certificate date; thereafter, beneficiaries must still own or rent a home in Malta or Gozo. Before replacing, selling, ending a lease or letting property, ask the licensed agent to confirm the implications for residence eligibility and the required procedures.

What is required after approval?

Annual compliance checks apply in the first five years, and the authority may carry out further checks afterwards. Applicable asset, housing, insurance, valid travel-document and financial-resources requirements must be met, residence cards renewed and material changes affecting eligibility reported. The scope, frequency and cost of ongoing support should be set out in the service agreement.
